According to a French government official
Earlier in the day there was chatter that Macron would boycott a Brexit summit if it were scheduled in November should there be no concrete negotiations progress by then. So, this pretty much adds to that.
The thing about a November summit as mentioned last week is that it would seem like a really desperate move. If there is a need to schedule one then, it is basically saying the October summit would amount to no meaningful discussion/progress.
Although, to be fair, with the issue of the Irish border still lingering it doesn’t make a good case for there to be any substantial change in the Brexit rhetoric unless either the UK or the EU make some concessions.
