Report from the New York Times

Deputy attorney general Rod Rosenstein suggested in 2017 that he secretly record Trump in the White House to expose the chaos in his administration and then recruiting cabinet members to invoke the 25th amendment and removing him from office.

None of his proposals came to fruition but he’s still overseeing Mueller’s investigation.

The plan was pondered shortly after Comey was dismissed and a memo from Rosenstein was used to oust him; something that caught Rosenstein off guard and left him feeling used.

There’s also this:

“A Justice Department spokeswoman also provided a statement from a person who was present when Mr. Rosenstein proposed wearing a wire. The person, who would not be named, acknowledged the remark but said Mr. Rosenstein made it sarcastically.”

Another source disputed that.
